technically they are on equal grounds the kage of the village and the countrys feudal lord though it does seem the lords are more in command

also, the feudal lords can just be killed by naruto, its that simple.

I think Naruto would not even dare to try to kill a feudal lord , however, Sasuke would not care. We all seen how Naurto cares about ranking and etc...

But the fedual lords could just put a hit on Naruto head... just ask easy as they could make medals without thinking.
