Obito is Incomplete version of Obito cause Of the following reason : -

• As we all know that Sage was the predecessor of the Uchiha's and Senju's and he was the one who preached Ninjutsu. So its obvious he was able to wield both the powers of the Uchiha's and the Senju's.

• The Sage had the Rinnegan and he was able to wield it to its true power and we all know that Madara Uchiha was able to awaken the Rinnegan thanks to the Senju DNA before his death.

• SO6P was the one who captured the Jubbi and had to create moon for that and it was thanks to his Rinnegan.

• Madara Uchiha also stated one important thing to Obito which was Obito can't awaken the Rinnegan but he will be able to control the Gedou mazou which is the empty shell of the Jubbi.

• Reason Obito was not able to awaken the Sussanoo let alone the Rinnegan was he was not able to control or wield double MS which is the basic requirement to wield the Sussanoo and same goes for the Rinnegan as well IMO.

• Even if Obito is having the Rinnegan, MS and Jubbi chakra he is not able to switch the Rinnegan and the the MS as Madara could nor he was able to use to do it before he become the Jhinchuriki the reason here once again he was not able to control the Double MS.

• Lastly the difference in appearance between him and SO6P it totally diffetent cause the Sage has the Sage cloak where has Obito doesn't have any cloak around his body.

• Obito more or less resembles Kabuto in the SM and has all Scales like snake on his body where as Sage's body and cloak is plain with the Rinnegan and the 9 tomoe's.

Conclusions :-

1. Obito is the incomplete version of the SO6P cause the lack of complete Uchiha powers.
2. Obito is able to wield only amount of the Sage's power.
3. There must be too much Level difference between Obito and SO6P as off now.

This just a speculation on my part and I would love to hear your thoughts on this one for sure.

I am not sure if the Uzumaki and the Hyuuga are before the Sage or after the Younger and Elder son.
The part that looks like scales has also to do with the Mokuton implant, due to him getting crushed by boulders as a kid I think. The scars on his body seems to have changed appearance. Before he became a jinchuriki it looked like scars, but now more like scales.

1-His Uchiha powers lacking, does make him incomplete indeed.

Obito using implants, just makes him a bit of a fake sage of the six paths to me.
He lacks his full uchiha power, due to losing 1 eye. He lacks being pure Senju, due to implant.
He hasnt unlocked Rinnegan but implanted it. He lacks a complete Juubi.

He is an incomplete Sage for sure like you say.
