In pure danger factor, nothing beats Tobirama. Hashirama has him beat on pure strength, but in terms of threat level Tobirama is on a whole other level. Lets look at tobiramas ridiculous feats.
Edo Tensei
Edo tensei and special edo tensei techinques like suicide bomb. Before this point it wasn't clear if tobirama actually used edo tensei offensively. But not only does he use it offensively, he's got an array of attacks to exploit it!
We don't know what edos Tobirama has, so this ability has a large swing factor. Maybe he's got more than kabuto, like many of the senju and uchiha who died in the war. But I think most people would agree that he's got at least one edo, even if it might be quite weak.
Even if tobirama revived a weak genin, he could still use them in combination with a suicide attack to destroy extremely durable opponents. And he can use it instantly on them with...
FTG (sealless)
Tobirama places seals with his hands on the ground, allowing him to teleport there later. Coupled with reflexs far beyond minato, he can quickly cover the whole battlefield with invisible teleportation marks. Match THAT with a weak suicide edo-tensei, and suddenly if you get even close to one of these seals, you have to survive an infinite explosive tag bomb.
It's not clear if he can suicide infinite tag bomb with shadow-clones, but this is also a potential way he could deal massive damage without edo tensei. FTG + Massive Explosion + Shadow clone = ggnore.
Best Suiton User
Does not require water, hyped as the best suiton user, meaning he can do techs above the level of fish-face dude with the absorb sword (he had very impressive suiton techs). At a lower power we saw him Kamehameha a waterblast at the 3rd hokage. This power is also coupled with shadow-clones, FTG and incredible reflexes. Tobirama instantly teleports behind you and instead of simply stabbing you like minato he fires a massive water cannon at you.

Tobirama can teleport other people, energy attacks, water and of course himself. He was hyped as a S/T user however, and may still have other things to show us (sword techniques?)...
Why I think Tobirama is more threatening than Hashirama
Hashirama is physically very durable. Even with Tobirama's powerful attacks it's not clear hashirama could be defeated. However, Hashirama relies on slow, big, powerful attacks. His only real 'overwhelming' technique are his wood clones. Tobirama is much faster and can K/O even high level opponents before they've even realized whats going on. Hashiramas style of fighting is more likely to allow opponents to retreat and live to tell the tale (like that weird mask guy.)
And yes, I am a bit of a tobirama fanboy but I've tried to be reasonable.
