You're not exactly understanding my points. My point is, Tobirama's and Minato's FTG is the same. You don't get quicker than instant transmission. Also, FTG Level 2 allows Minato to teleport to his kunai while it's moving.

well, we dont know whether Tobiramas FTG is instant. what Minato meant by level 2 was the speed of teleportation.

I think it meant teleporting to a moving object; with level 1 he teleports to a seal that is static, it doesn't move, it is just set there, while the kunai (with level 2) was moving at quite a fast speed.
