He also CREATED Edo tensi, although Orochimaru and Kabuto improved it.
He created moves to be used with the edo tensi, something Orochimaru/Kabuto didn't think of doing, and he incorporated them himself as an edo.

He's a top tier shinobi that didn't get there by having an OP'd Kekki genkai, no Dojutsu and he didn't have any Tailed beast powers at all.
