Because it requires much skill to do so. You think any old unnamed ninja is just gonna learn an advanced Space-time ninjutsu, but all you really need is the special seal to mark someone or something, as well as the amount of chakra required to move whatever depending on the size, but most importantly knowledge and skill.

Additionally Hiraishin is, in its most basic definition, a mobile reverse summoning jutsu. It transports the user to wherever the seal is. It's not something you're born with and technically anyone can learn it, although it does take a unique skill and dedication to actually be able to utilize it as Minato and Tobirama do; and absolute precision to master it.

Only Tsuande and Sakura are known to be able to use Byakugō no In... it must be a Kekkei genkai
