It might be a misspelling, and his power doesn't have to mean his DF powers. What if the bump on Chinjao's head is because of Garp? And because of that bump, Chinjao can't headbutt as hard as he could before. It's just stupid to think that Garp stole his DF powers or whatever. Sorry for being rude.

Garp only uses haki. He injured Chinjao in the head. Hence potentially causing minor brain damage and weakening his primary attack ; his head butting .

That explains his memory and power loss.
