Shizune was Tsunade's pupil even before Sakura, and she couldn't mastered it. Let me remind you Shizune is the captain in the Healing Squad, so the reason for her being unable to use Byakugou is not that Shizune is a fodder jounin but Sakura is just too awesome in chakra control... Besides, Sakura is the third person shown in the manga who was able to master Byakugou, proving that is not as easy as being a student of Tsunade.
