At what point did Naruto and Sasuke become Kage Level?

I'm not too sure on this myself, I'll go out on a limb and say when Sasuke fought Danzo and when Naruto fought Pain.

Bee Managed to escape Amaterasu and if he want to kill them he would be more careful abt Amatarasu and would have killed all of them since they are all Half dead.....!
