This is my list in order:

1.Raikage
2.Tsuchikage (Because of his jinton of course)
3.Tsunade
4.Gaara ( Doesn't have as much combat experience as the others)
5. Mei Terumi (Haven't seen much of her jutsus but from what i've seen so far... she ain't very good)

We only seen old tsunade. what is your point.

gaara and mei are at the bottom because they were pretty bad against madara out of the bunch, the struggling duo.

Oonoki and Tsunade and ay deserve to be higher purely because of stamina. and experience reserves.
