Question about Naruto's KCM/BM cloak

1. Why does Naruto and his father both have this cloak after taking control of the 9 tails power?
1b. Why isn't killer bee able to have this or any other Jinchuriki?

If your anwser is because Naruto is a direct decedent of the sage as I first thought, then

It might be a "Kurama" thing. Probably not but the reason Obito looks like that aswell is most likely because he has Senju DNA. Thats the way I see it. I dont think its right but Im not a genius sooo.

I thought about the seal as well but it doesn't explain why his father would have it since he use the reaper jutsu to seal it in himself

And as for Minato, the Genius, he planned the whole thing from day one
Naruto the son of the 4th earned his cloak, and like we've seen, Kurama has more chakra than the remaining bijuu. So its the reason Naruto's form is unique.
Kurama's chakra resonates, that's why Minato can enter KCM. I bet you, Minato can also enter BM: only if Naruto does too.
