The Edo Tensei

So why do you guys think Tobirama created the edo tensei? There must have been a reason.. I first thought it was because he couldn't accept the death of his brother Itama, but then i remembered he got over it since we saw a grown up Tobirama. What could the reason behind edo tensei be? Was it for war purposes? What i think is he wanted to revive Izuna for Madaras sake (highly unlikely) so he would be able to see his brother again, why do you guys think Tobirama created it?

To increase firepower for war with less (living) casualties, I also think he needs to use Edo Tensei to execute the proper use of the Jutsu he did like 2 chapters ago.
