Sasuke and Itachi are both stronger than the kages individually, but this is 2 vs 5!

Onoki uses Lightweight jutsu on all of them. Grants Mei, Tsunade and Gaara very considerable speed, and makes Aye untouchable literally. A few powered up Weightrock punches weakens their Susanoo's and Lava releases melts them both, Gaara protecting the Kages from the steam.
