ok now we also remember when madara fought against the kage's
as we can see here:

and he specifically said nly the bijuu(tailed beasts) have a power comparable to this (( his PS))
so
either S power is higher that the tailed beast
r raikage's power is lower that the tailed beast

and they cannot be equal because if they were..... the raikage will be able to fight madara on equal terms

BUT: what I believe is that madara's PS power is above the tailed beast ... you might ask why ? well the raikage did actually fight a tailed beast in fact two tailed beasts naruto and bee it wasn't really a fight but we know that the raikage defeated bee many times wich put him on equal terms because bee is kinda clumsy and I don't think he'll fight his brother with his full power


so this might be really obvious to some people

but kishi is wrong he should have thought about that

but then again that's not his first time now is it ? ^_^

I think you're confusing power and chakra, Karin said the Raikage's CHAKRA LEVEL was that of a tailed beast, while Madara said the POWER of his PS was that of a tailed beast. That seems to be the only difference that makes sense
