Tobirama is top 15-20. Muu is worthy, but the Nidaime and definitely sandaime no. Other than that, good list, but I highly doubt if BM Naruto is beating DSM kabuto.

okay well secnd mizukage has been proven to be on equal terms with muu so that is why i put him before raikage and orochimaru, youre tittled to your own opinions.

So he is not a "minato on crack" as fanboys think he is. At least you're one of the guys like me who puts Nagato in his right place, though. Bee is not beating Orochimaru with Edos, otherwise, he can possibly win. Madara has nothing in his arsenal to counter Shinsuusenju.
