In Manga reality it does. The narutoverse didn't even have a moon until SoSP created it to seal the Juubi. Gravitational pull has no place in Manga logic.

Dragon Ball went years with the moon destroyed, and Kishi is a fan of Dragon Ball so this could be a solution. But I don't think they would want to do this. Madara said that he summon the shell of the Juubi even though the Juubi's body was sealed in the moon. Destroying the moon could unleash the Juubi's body back to its original form.
