Madara was revived as an edo rather than via
Rinne Tensei
as he had pre planned with Obito. So it's fair to say that Madara is aware that things are not as he expected them to be and therefore understandable that he try to Summon Kurama.
The ability/inability to summon the Kyuubi would indicate whether Obito has been Successful in capturing all tailed beasts. The Jinchurikis each had their Bijuu extracted in chronological order; starting with Gaara and the one tails, before they were sealed into the Gedo Mazou Statue.
Tobi/Obito had already extracted and controlled the Ninetails during the Kyuubi attack on the leaf, so even if the Kyuubi had been captured that does not mean it would have been instantly sealed in the Gedo Mazou, 1: Because all the other tailed beasts had not yet been captured, and 2: Uchihas are able to control the Kyuubi with their Sharingan: it is a gift of the ancestry of the Sage of the Six Paths. Same as the Senju can bind/restrict the kyuubi using their Mokuton.
In the latest anime Madara did say he wanted 'try something' and then attempted to Summon Kurama. This gave him all the information he needed to see exactly where Obito was in the progression of their plans, and also, it told him whether or not Obito was able to capture, retain, and control the Kyuubi as he once had before.
