Example: Jiraiya and Itachi have 5 in Ninjutsu. With an arsenal of Yasaka Magatama, Amaterasu and even Susano'O, he obviously has stronger ninjutsu, they are just AT THE SAME LEVEL.

Demonic already cracked the case on how speed stats can't be used to compare speed as they dont account for Shunshin and other factors. Mainly because Shunshin is a Ninjutsu as is Sharingan. So Sasuke is far faster than Neji.
