The Hakkeshou Kaiten takes approximately 1.1 to 1.4 seconds to initiate. Lee can cover 50 meters in 0.54 seconds. Too fast for Neji to track. Even in the PTS series, against Gaara, Lee went into the forth gate and Neji was already losing track of Lee, questioning, "Is that really Lee?". Again, he can't got something he can't touch or see.

Huge neji debater. I can try to post how neji can take this, but it depends, Lee can possibly have Asakujakku and Hirudora for all we know, which neji get's destroyed by.
