The Mods only have that option considering it's such a privilege. That's why Ira and Rei's usernames glow.

The blink BB code only works in some browsers, it doesn't work in Chrome. The staff notice BB code is for staff use only, regular members caught using it can be issued an infraction. I doubt the "onlyforrei" BBcode works.

The onlyforrei code was a special made code for Rei herself. It produced rainbow coloured text. It's not enabled atm.
