I say Tenten wins because she has the Bashosen. She's got all elements at her disposal. Plus her Ninja Tools. She is noted to be the fastest and most agile of the Konoha 11 females. She's also a master at Taijutsu and Kenjutsu, so CQC is out of Temari's reach.

Temari's fan is a good defense and offense against Tenten. Y'all do remember what happen in the Chunin Exams right? That same thing will happen again. Only attack method Tenten was is the Bashosen Fan which takes up an enormous amount of chakra. Temari can easily sit back until Tenten is forced to stop using the Bashosen.
