alpatine is an old figure. He is roughly 6 feet tall which gives him the towering look. He has a rough, old face that features include wrinkles and heavy eye bags with white bedhead hair. Giving off a sick, sadistic look. He always wears a big black robe that sports a hoodie. Both the robe and the hoodie is very baggy, allowing him to conceal weapons in it as well as his face with the hood. The robe is actually very long which makes it drag across the ground. He has white sharp teeth which complements his green eyes which changes as the seasons pass. Though, once he gets angry and allows the hate to flow through him his appearance drastically changes. His eyes become very yellow orangish and his face gains even more wrinkles. Even his teeth become yellow. To the extent where he appears to be 100+ years of age.
Personality : Palpatine is a sick person. But smart. He manipulates the weak minded to his advantage. He makes it seem like he cares about the person, as if he was there to help. When in actuality all he cares about is power. And gaining it. Side note: He loves saying GOOD to show his pleasure with an action. He does what he has to do to gain power. He is selfish. As far as battling goes he tries to manipulate his opponents mind before striking them down with his lightning or lightning fast Taijustu.

Raiton Master : Being in Kumogakure for so long Palpatine has complete mastery over the lightning element and is able to preform all lightning justu with just one handseal.
Doton Master : Being just as, but not quite as skilled in earth release as he is lightning Palpatine is able to preform doton handseals very quick compared to most ninja.
Physiological Warfare : Palpatine has been in the world for years. And throughout it he's been a master manipulate. His words can get the best of his opponent causing them to be overaggressive which makes them an easy target.
Taijustu Master : Despite his age and his appearance, Palpatine is a very quick mover. His taijustu mastery allows him to track the movements of his enemies without looking directly at him. He is also very proficient with incorporating his lightning into his Taijustu.

Palpatine was born in an unknown cave a long time ago. At the age of 6 he was sent to an island just off the coast of Kumogakure called Getsugakure. The village hidden under the moon. Once there he was raised and training in the ways of the elements and how to control his clans KG. He was one of the first to be able to master it. Finishing all he could learn at the young age of 30 he had nothing more to do, and proceeded to have a calm, cool life. But. At the age of 50 Palpatine became suddenly made with power, he went on to Kill off the entire village of Getsugakure. Using his advanced genjustu skills he quickly governed the name "Genjustu Master". He departed the village once he killed them all off and traveled the world. Manipulating and killing small villages as he travled. Finally, at the age of 60 he decided to use his power to help the village of Kumogakure. There his lightning skills awed the villagers. He took a boy under his wing, which he calls Son. He trains the boy and waits for the perfect chance to show the world his power.
