It’s been 200 years since the Iron Dawn waged war on the ninja world. While the 5 Great Nations rebuild what was destroyed by Saryu the Shogun and leader of the Iron Dawn, an old and forgotten organization quietly gathers in the shadows ready to strike at the heart of the Shinobi Alliance. They are the Akatsuki. While those who member them have long since passed, the ninja world will come to fear the name Akatsuki once more.

As a freshly assigned Chunnin, you go about the resoration of your village with the aid of ninja from the Shinobi Alliance. Though you have yet to know the horrors of war, it rests at your doorstep. Another great war threatens all that you have known. Will you stand and defend your nation or bring about its ruin?

Kazuya is the Sage of Crocodiles. As far as Blaze Release is concerned, my one is different from Amaterasu. Yes, the Blaze Release CAN overpower most Katon Techniques. Other than that, the shape of the flame can be changed via Nature Transformation. That is all. YES, the flames can be extinguished if a strong Suiton technique is used

That's the point. The Akatsuki Leader is the main bad guy. Thought you have the 9 Tails it is an imperfect state. You have access to the 1st 4 tails and will gain the other ones when you rank up to Sennin....Which won't be for awhile. Or you can summon it instead and use it as Madara did.
