I like Shino and think he's underrated and all, but he isn't beating Neji. It's a rather bad match-up for Shino.

Neji takes this, it is a bad matchup for Shino. His full body blow counters bugs which are used for surrounding the opponent; not to mention his superior speed and taijutsu abilities would make him outspeed the distance and overwhelm Shino in cqc. Mid diff.

rAOActually, this is a bad match up for Neji. You Never want to get close to an Aburame and risk getting swarmed immediately. Shino's insects, both Parasitic and Venomous, devour chakra. All of Neji's techniques expel large amounts of chakra. The Rotation and Body Blow both expel large amounts of chakra, all of which Shino's insects can feast on. He's Neji, not God. He can't constantly waste chakra defending against the insects. 128 Palms can't defend against millions of Nano-Sized Venomous insects, on top his Parasitic Beetles eating away at his chakra.

Let's be realistic guys. Neji Cannot destroy ever single insect he sends at him.
