the sage told the bijuus that unlike you were within me you will be led down the right path and know what true power is

Here's a thought. Naruto teems up with Sasuke and shares some juubi chakra with him in order to use it more effectively, but the side effect is that Sasuke's reserves are enhanced up to the point of gaining rinnegan. Sasuke then learns the 5 paths techniques, learns creation of all things, izanagi without blindness, and all kinds of other jutsu. That would balance things out a bit.
