If a prodigy like Minato acknowledge Sasuke by saying that among the new generation Sasuke is by far superior then it's a canon and it provides for one more time that Sasuke defeated Naruto throughtout the entire series fair and square, because he is simply smarter. And that will continue unfortunately for Naruto's fans.

Minato praised sasuke excellent perception skill because sasuke was able to see exactly what the edo hokages were doing in their fight against juubi obito. The other thing that you could possibly take from what he says is that naruto is still a little naive in his way of thinking. In no way does minato ever imply that sasuke is god among all ninjas lol.
