I'm not even going to argue against this load of crap (Hashirama and Tobirama weren't even at full power at the time of their first revival) but know the difference between fodder and weak. Fodder in my eyes are characters that have near zero importance in the storyline, whether they're weak or strong. And those three ninja play important parts in Naruto therefore they're not fodder.

Again, know the difference.
