If Minato wants to killed Muu, he has to find a way to get to Muu which base on what we know about Minato, he doesn't have a way.If Muu stays invisible, Minato can't find him seeing as Muu can completely erase his present, chakra and all.If Muu uses his flight tech, Minato can reach him.So while you are saying Muu has to bring the closer to win, Minato has to get to Muu to win.
This. Muu doesn't even need dust release. If he can't be sensed, he just has to walk up with a kunai and slit his throat. Will it happen that way? Probably not. Does it work on paper? Absolutely.
