When did Sasuke counter 1st gate? You mean the time when his fight with Lee stopped by Gai?
Not to mention Gai is leagues above beginning of part 1 Lee in terms of utilizing techniques, speed, strength, taijutsu...
I am not saying 1st gate would be enough for Hiruzen, but just for clearing things out.

No he doesn't. Gai has perfect 5's in both speed and Taijutsu. Orochimaru only had a 4.5, and thats after the timeskip in DB3. God knows what he had in DB1 and DB2.
