Fully agree with you. I think as far as the base goes, people really underestimate tobirama but that is most likely because of his lack of feats but speculation should easily put him within the mid top 10 range.

That's not what Madara said, he said that it was a jutsu that was created to take your enemy with you. In other words it was meant for when you are know you're going to die and you want to take your opponent out still.
