Why Obito didn't start the Infinite Tsukuyomi yet?

Why Obito didn't start immediately the Infinite Tsukuyomi after he become Juubito?
He would be able drug Madara under his control and prevent his so called trump card... then why he wasting his time with Edo Kages?
And please don't say its just because Kishi wants to show us a good fight, because it would be possible in his Genjutsu world (just like it was with Sasuke and Itachi - their fight was almost completely Itachi's creation).

I believe that the reason behind this is that Obito has lost much if not all of his consciousness to the Juubi. When being called by his name in the recent chapters, he looked at Minato in awe, as if that name meant nothing anymore. For this reason he is targeting Naruto; the Juubi is in control, not Obito. He is being overwhelmed at the moment by the Ten Tails' consciousness.
