As we've seen with last chapter, Obito has no full control, if he has any, with the Juubi's powers. Also his body had changes that have never seen before on any Jinchuuriki or even with the Sage. He grew potrusions or remains of the Juubi's tails on his back, also half of his body's skin has changed and looked like wood.
The changes on his body is very reminiscent of Juugo's transformations, and incomplete sage mode. Interestingly, the cause of the transformations for both is the imbalance of nature energy with the persons physical and spiritual energy.
Now what do we know about the Juubi? The Juubi is a force of nature itself. It is an infinite energy, the world's energy into form. Also the fact that it can only be sensed in Sage Mode is a dead giveaway that it utilizes nature energy. Now imagine the nature energy the size of the world is sealed inside you. It's unfathomable how one can even maintain control of it like how the Sage used to.
Perhaps the control of Juubi requires the mastery of balancing nature energy within his own body. If this is true, then this would mean that only those who mastered Sage mode can fully control the Juubi.
