You always see top 10 strongest characters but i want to get a little more specific... how about top 10 Kages?! =D
Well obviously there are some kages we don't know much about like the first mizukage and so on so fourth...
Plus characters like Second Hokage may be reeally strong but we haven't witnessed enough of their full potential really. For this reason I haven't included Second Hokage on the list because i haven't really seen enough of him to gauge his strength.
So this list is based on the ones we know about obviously!
1. First Hokage: Based on feats of taking down Madara with EMS and the nine tails at his side. Plus the fact that nearly every single ninja wants a piece of him to increase their power. (Literally lol)
2. Muu/ Second Mizukage: Based on the fact that they weren't even TRYING against their opponents and still carried immense power and damaged their enemies. In fact, there power is so great that even without trying against their enemy the enemy needed Gaara and Oonoki, two kage level shinobi who still struggled against them.
3. Fourth Hokage: Based on feats of creating ninjutsu and stopping the nine tails and the masked man. Plus Flying Thunder God.
4. Third Tsuchikage Oonoki: He is one of the few that possesses a Kekkai Touta and can manipulate particles on a subatomic level. Not only that, he is a midget that can fly. Also, he can make objects weigh as much as yo mamma! Only thing that sets him back is his reaction time.. but hey, all old men have that problem!
5. Third Raikage: Fought against an entire army for days without falling. Plus he fought the eight tails toe to toe. Plus he's extremely fast.
6. Kazekage Gaara: For his age, he has incredible potential and he has shown himself to be highly interpretive and keen. He reacts to situations very calmly and rationally. Plus his sand has shown to carry many incredibly significant uses in battle.
7. Fourth Mizukage Yagura: For his age, he was a kage and a jinchuuriki at the same time. He had incredible potential because of this. Not much is known about him from what I understand, but I think he at least deserved to be on this list for those reasons.
8. Third Hokage Hiruzen: Enma Monkey king, many different elemental jutsus for many purposes, Shiki Fuujin. Incredibly versatile. Only his age sets him back.
9. Tsunade: Incredible strength and self regeneration. However, she lacks in other areas in my opinion.
10. Raikage A: Great speed and strength, but that's about it.
