In SM he has sensor type abilities , in KCM and BM he can fell hatred and bad emotion... But in his base form can does he has sensing skills?
imo he has because he has learned how to sense through SM,KCM and BM

Well actually Naruto stopped using normal Rasengan and now uses Wind Release: Rasengan(which is basically a much stronger version of the ordinary rasengan due to the fact that he adds wind nature chakra to it and it is much more difficult than a regular rasengan and has a slightly different shape)
OT: No naruto cannot sense chakra in his base form :l

Actually naruto does have sensing capabilities in his base form.

You would only know this if you payed attention to detail in the mange.

No. Naruto inherited his mother Kushina style of jutsu, personality and intelligence and she wasn't a sensory type at all and that goes for a reason for him not using his ninja art the same way as his father Minato...

It's stated in Narutopedia that Kushina wasn't that diverse in Ninjitsu, but her fuuinjutsu and taijutsu is some what exceptional.

I guess we would have to wait till chapter 670+ to see where Naruto is with his ninja art.

To answer your question of where he is now, I do believe he has increased in all areas.
