Why would you scout without killing intent in this situation? I would think that using one of my best attacks while seeing how the enemy reacts would be ok since if they do die it's a win win. Plus they are edo tensei.

If you pay attention to the Manga, because he used that jutsu he was able to see how Obitos jutsu works and analyzed it hence not a waste and actually pretty smart
