No, Madara said Hashi's regeneration is better than Tsunade's and Hashi does not need to use a seal to activate it.

Tobirama > Tsunade > Hiruzen.

Yes he said that but before she had activated her byakugou but after seing the effects of byakugou he said it is the same ability like hashirama regeneration with no seals
Tsunade also doesnt have to use hand seals to heal herself
