Hiruzen is the Strongest.

Hiruzen had no need to go balls to the wall yet, becuase he was just testing juubito's abilities.

When he gets serious, like he did against the first and second, then we will see his arsenal in full force. But right now hiruzen doesnt need to recklessly go all out.

Also, Hiruzen knows all of tobirama's jutsu so that puts tobirama at a disadvantage all ready. And hiruzen is the smartest of all the hokage you listed. The man is a battle genius.

So yes, I would say Hiruzen is the strongest.​
