When I was reading Chapter 638 I definitely thought that the Juubi is in control ... but when I saw this Page

Minato confirmed that it's not easy for Obito to control the mighty power of the Juubi.
But if the Juubi were in full control, this would have not happened because it's his (Juubis) power and he has to be able to control that power that belongs to him. So I think it's a struggle between the Juubi and Obito, who will have the upper hand of that power, I believe that currently it's 50:50 from both sides who have control. ... But well, we will see.

Idk...maybe from Minatos perspective he sees it as Obito controlling the Juubi...well trying to. I believe the Juubi is having trouble with his new vessel as Sir Derp has said.
