The Juubi ryt now is a combination of all nine tail beats chakra, its not just 7 tails, kurama and hachibi chakra are also in it. Kurama also testified that the Juubi is stronga dan him wen its completely formed, if the chakara was seperate and not controlled, then you cld say so, but now, the Juubi is the strongest.
Proof: Hashirama could control the Kyuubi but you witness what the Juubu + jin did to him, it is really strong.
