lol, no. When you inhale to perform Katon, you are kneading chakra inside your body only to release it from your mouth and convert into fire, Obito's chakra disappears when he goes intangible so if he wants to knead chakra to use a jutsu, he needs to be tangible.

If he uses it before, nothing will happen as there is no forest or flowers to burn. If he uses it while its spawning, there won't be any flowers to burn and he'll end up getting crushed just like the golem did.
