Konan is definitely the perfect amalgam of all these traits, however
most powerful:Tsunade
Most clever:Kushina
Most buetiful:hinata

all of them are beautiful and smart with the jutsu they possess should have been showcased as that.
Tsunade -Kushina -Konan -Mei -Sakura -Ino -Hinata -TenTen -Temari -Mabui -Samui -Karui -Anko -Kurenai -Karin -Chiyo
Sakura + Hinata medical jutsu + Byukugan + gentle fist... all needs to do is strategize better... but w.e.
Hinata could see through the body and direct Sakura to the injury for healing.
Ino mind transfer. She could be the perfect spy. She could take the mind of anyone & gather information.
she could essentially do what shikamaru did when he lured hidan away from the battlefield alone and defeated him;
ino could also do that with her jutsu , but she's not allowed to cuz she's a girl. -_- She could actually make a great partner w/ Shino.
TenTen shuriken strings could stab through her enemy while Neji sends his chakra through it & secures the target.
Karin sensor and healing . She cant be caught in genjutsu or at least she probably could , but she would be full aware of it. She comes up with strategies pretty well.. her strategy however differed from Sasuke's which was the correct one.
THERE SHOULD BE A FILM DEDICATED TO THE WOMEN OF THE SERIES. GIRL POWER!!!

Tsuande is the most powerful
