Why do people say that the Totsuka blade is unavoidable?

I have been lurking here for about a year and it has occurred to me that a lot of Itachi fan(boy)s overrate the speed of the Totsuka blade. I have heard absurd opinions from them where they state that extremely fast characters such as A, Minato, Naruto and Obito have no counters to it.

The only ones that the Totsuka blade has hit were stationary targets, Nagato and Orochimaru, so I don't see where the Totsuka blade was implied to be extremely fast.

The blade is not fast, on both occasions that he used it, the enemy was caught by surprise, orochimaru was too busy laughing evilly and nagato had no control of his body and there was too much smoke, Itachi was just smart about when to use the weapon.

why did he also not prevent the Uchiha uprising or at least take their side if they could win with him?
