i know fire style is weak against water jutsu and strenghten with wind jutsu , mostly uchiha uses fire style like sasuke and madara and that you have to use a tiger seal is invole in the jutsu

All those points are good you could also add that the sarutobi clan were all proficient with fire style as well. Anyways you seem like you know a little so we shall be using mathias's training template any questions please feel free to ask.

Pretty straight forward build up some fire chakra in you mouth and release a few fireballs.
The fireballs are not very big but can be done fairly fast.

Not quite basically your description utilize your character a bit aka your bio and describe how you build up chakra in your mouth feeling a fiery nature and then proceed to exhale a couple small balls of fire.

Also copy and paste the template to use for a guide of understanding fill out the template where need

Description: The user will throw several shuriken at the enemy and then inflames them with fire to cause extra damage.

Basically pull some shuriken s out from your ninja pouch and proceed to throw them and engulf them in fire. Any questions ask.
