While that's kinda true, Itachi psychologically torturing him with Tsukuyomi didn't help. Itachi set him on the path of hatred, Orochimaru and Obito guided him down the path of hatred.

Well if you mean who's acted like a better brother, it's Naruto.

In fact I believe Itachi asked Naruto why he was chasing Sasuke, and Naruto said he was a better brother to him than Itachi could ever be. Itachi smiled and agreed I think.

In canon it's Naruto. But Itachi tried his best... It's hard to be a good brother to Sasuke.

Naruto easily. Why? Because Itachi knew about the curse of hatred and tortured a seven year old and told sasuke to hate. Yeah that couldnt possibly have an negative consequences. I am glad Sasuke was not consumed by hatred only to have that hatred misdirected at a certain village.
Meanwhile naruto tried to get Sasuke out of the curse of hatred and see the value of friendship like a healthy individual.
