My guess is that they would only unlock the EMS, along with the Sharingan powers that Sasuke possessed. Chances are it might not even work at all.
There's no indication that a higher-level EMS exists, and the only logical evolution from an EMS is the Rinnengan.

1+2 Swap eyes. 3+4 Swap Eyes. 1+2 Share EMS. 3+4 Share EMS.

From there any of these MIGHT produce new eyes.

1 + 3 or 1 + 4. 2 + 3 or 2 + 4. No guarantee however...
