How does Obito and Itachi have great natural reflexes when they rely on their sharingan in battle, a tool that effectively predicts the movements of opponents and allowing them time to react and/or form a counterattack?
Reflexes are involuntary, meaning that there is no though put into their reactions except for how to position the body in order to avoid danger or deal with incoming threats that may cause bodily harm. The only way to demonstrate a persons reflexes if to see how fast they react to a sudden and unexpected attack that did not see already or several extremely quick attacks that does not allow time for though to evade all of them. The only people who have shown this ability consistently at a high level are Minato(the PRIME example), the raikages, SM Jiraiya, SM Naruto, SM Kabuto, Guy, Lee, and Neji.
While Tsunade may seem like a candidate, her ability to avoid attacks stems from her ability to read a persons movements and predict where they are going to attack and evade accordingly, not unlike sharingan precognition, but done more naturally through her training as a Medic-nin who needs to avoid battle first and foremost.
