lol ppl r probably bored of top ten threads by now but what the hell
i am counting all forms meaning edo and alive.
1. Obito - Juubi jinchuuriki but before that was able to control 6 tailed beasts and his kamui makes even the strongest opponents struggle against him (cept if ur minato lol ).
2. Nagato - a healthy fully able nagato can beat pretty much anyone (even hashirama n madara). i mean he was given so many handicaps its ridiculous, after seeing what pain did to konoha with limited power think about what a nagato with no restrictions can do. ninjutsu would never work (preta path), shinra tensei has no countdown and he can use all his rinnegan techniques, not just the paths. even if the eyes are originally madara's, nagato's skill with it is impressive. even edo tensei is useless against him because he can just remove the souls (human path).
3. Minato - now ppl might be like WTF
but the only thing stopping minato from being above madara and hashirama before is that he didn't have the chakra to go rounds with them. FTG makes him untouchable, combined with his genius and kurama's chakra he is now almost unstoppable. after seeing what naruto was able to do in KCM one can only wonder what minato can do. not to mention his S/t barrier that redirects anything. the reason he is above madara is that only physical moves work on madara and after reading 637 i guess i need say no more. minato is more then capable of tagging madara. and knowing the uzumaki sealing techniques he should be able to seal edos.
4. Madara - i don't need to say anything lol. the guy is a powerhouse. EMS, rinnegan, PS. he has displayed that he is a monster. only reason he is 4th is because i believe those above have countermeasures against him.
5. Hashirama - his feats speak for themselves but i doubt he can beat madara atm
6. Kabuto - his edo arsenal is impressive and he himself is pretty strong but controlling all of them is the problem. he can summon madara but can he control him? i doubt it. he was able to control a weakened nagato and itachi only got out coz of shisui's MS. i doubt he would be able to hold a fully powered nagato. as an individual, he was bested by a sasuke and itachi that were holding back so without edo he is not that impressive.
7. Naruto - an impressive shinobi, capable of protecting most of the shinobi alliance against even the juubi. and even if most of his power is kuramas, the fact that he is able to handle that much chakra is in itself an impressive feat. i personally that feels that he could best kabuto, in KCM he is able to damage edos to the point where it will take a while for them to regenerate. but the fact is even if he does beat kabuto and damage the edos, they will still regenerate unless he can seal or restrain them which he can't.
8. Sasuke - narrowly edges out itachi coz of EMS although when both had MS i think itachi would win. although is yet to show his EMS's true power even so i doubt he can best naruto
9. Itachi - narrowly lost out to sasuke. itachi's genius is incredible with only minato and maybe kakashi being on the same level.
10. 3rd Raikage - speed, strength, endurance, he has it all. the only shinobi so far to fight a bijuu with his own strength instead of having an unique ability to control it
People who missed out
Orochimaru - can summon 4 hokage but can't control hashirama and maybe not KCM minato.
Killer Bee - strong but would stuggle against the top ten
Kakashi - improved drastically but still dosen't make it
Muu and 2nd Mizukage - just unlucky
5 kages - outclassed
Sasori - deadly poison with certain kill but without puppets hes useless
Shisui - the restrictions on kotoamatsukami limit him
Jiraiya - taught 3 of the top ten, nagato, minato and naruto but the student will always surpass the master
Konan - brilliant tactician but just doesn't cut it
