Gaara is but Neji is not because suppose he fights a great close range fighter with strong long range. I think a strong long range fighter always keep distance while the close range fighter has to always get closer. This is why Gaara could be in the top 20 but Neji can't because if he faced a foe who is a deadly strong long range fighter on kage level or S ranked he is dead but Gaara has a chance.

Gaara is Top 15, or at best #10 in the Top 10.

Shukaku Gaara makes it into the Top 10 effortlessly.

Gaara is Top 15, or at best #10 in the Top 10.

Shukaku Gaara makes it into the Top 10 effortlessly.

Already been said multiple times that current Gaara > Shuukaku Gaara

People in the top 10 can fight multiple bijuu at once (bijuu that aren't broken like kurama and gyuuki ofc, or they can fight broken bijuu like kurama and win OR hold their own) and surely any form of gaara can't even hold his own against a foe of that caliber.

Gaara is very underrated his sand can block some Powerful Attacks even Amatersau

he is around 15 - 20

neji is good but can't make it in top 20

War arc Gaara has better feats than the Gaara who was soloed by part1 Naruto and Deidara.

That plays no significance in the outcome. Shukaku Gaara > Current Gaara via abilities, chakra/stamina, durability etc.

It's nice to have feats, but they don't determine whose Top 10/20 it's a matter of power, and overall versatility.

Indeed, Shukaku Gaara had better stamina, but basically this is the only difference... According to the 4th Kazekage, Gaara is as strong as the Shukaku itself.

Like I said, this is classified as a feat. The 4th Kazekage wasn't around during Gaara's Early Part 2 improvement. Yondaime Kazekage was comparing Current Gaara to was an inexperienced Part 1 Shukaku Gaara. Early Part 2 Shukaku Gaara, and Part 1 Shukaku Gaara are completely different in power levels. You see in Early Part 2 Gaara seemed to have more control, and versatility over/with the beast.
