Those are the twelve basic hand seals, each one is named after an animal in the zodiac. They are used to help shinobi mould chakra easier. Each shape helps with a different and desired effect within ones chakra system. One could say that the number of handseals represents the level of difficulty of a jutsu but, that isn't the case. Jutsus have various levels of chakra manipulation in order for them to be executed correctly. The handseals help each shinobi mould the chakra (Create an easier flow/control/mainpulation.) in a specific area. This is different for many because though certain techniques require a certain number of handseals to perform, a user who has a high level of understanding or skill in moulding the element, that specific chakra manipulation or shape can reduce the number of seals he or she needs to do to execute those jutsus. There are some that require one handseal to do a specific jutsu while it takes others three.
