That's crazy. This trailer made me love Kabuto, no idea why. I don't think they will create storm 4, it will rather be DLCs like they stated it will be more than only this (Obito, Madara and Juubi woo)

I think it is because creating Kabuto VS Uchiha brothers, Madara VS Kages, Obito VS Naruto, Juubi VS Naruto & co would take much longer time so they are creating DLCs instead.

They stated it would be more DLC coming.

Yes, it seems like that. The Inamimate Reanimation technique he stabbed Itachi with might be his ultimate, but I can´t say for sure.
